Opportunity Africa is a project of the Alexis de Tocqueville Institution (AdTI).
Jack Kemp said on April 29, 1997 at a hearing on U.S. Trade with Sub-Saharan Africa before the 'Subcommittee on Trade of the House Committee on Ways and Means':
"I am including with my testimony background research by Tocqueville's Opportunity Africa Project, which Congressman Payne chairs, on these hopeful developments. " 
On internet no information of that research seems to be available.
Gregory Fossedal wrote on May 14, 2000 the article "How to help a continent ever in crisis? America, United Nations consider Africa alternatives" and at the end of that article was written:
Gregory Fossedal is chairman of the Alexis de Tocqueville Institution and directs its Opportunity Africa project. 
Donald Payne is currently co-chairman of the Alexis de Tocqueville Institution and chairman of its 'Opportunity Africa' Project.
