Regulation of Carbon Capture and Storage is a 32-page paper published in 2008 by the International Risk Governance Council and funded by E.ON Energie and the Allianz Technology Center on behalf of the Dresdner Bank Foundation, Resources for the Future (RFF) and Swiss Re.)
The introduction to the report describes Carbon Capture and Storage as "an emerging technology that offers potentially enormous beneﬁ ts for reducing greenhouse gas emissions. It also presents significant technical, ﬁnancial, legal and other challenges to government, industry and society at large" and that the brief "concentrates on a key institutional barrier: the deficit of regulatory frameworks for capture and storage of CO2."
