Biographical Information

"He is a current member and former board member of the Energy Security Council and the Senior Vice President at Vanguard Defense Industries.

"Prior to Vanguard Defense, Richard served as the Global Security Manager for Shell Oil Company for five years after completing a 25 year career with the FBI from which he retired as the Assistant Director in Charge of the Los Angeles Field Office.

"Richard has been the recipient of several awards both while in the Government service and private sector which include the Attorney General's Award for Distinguished Service, the FBI Director's award for the FBI Intelligence Program, the Eagle Award from the National Hispanic Heritage Foundation, White House Presidential Rank Award for a significant espionage investigation and was named as one of the 100 Influential Hispanics in America by Hispanic Business magazine."[1]
