Robert Pickus and George Weigel formed the National Endowment for Democracy (NED), "spending millions of taxpayers' money funding Nicaragua's opposition press."

Pickus also formed the World Without War Council (WWWC), which promoted the US tour of Humberto Belli and Contra leader Arturo Cruz. Belli was the former editor of La Prensa and who started the Puebla Instiute in Michigan in co-operation with the Sword of Spirit, a Catholic charismatic group, and Ciudad de Dios ("City of God"), the Hispanic version of Sword of Spirit.[1]
