Dr. Carter is Program Manager and Senior Analyst at Cubic Applications, Inc. Dr. Carter holds a Doctorate of Public Administration, a Masters of Arts in Human Relations, and a Master of Business Administration in Comptrollership. He held a National Security Fellowship at Harvard University and is a professional resource manager. He has more than thirty years experience as a military intelligence officer and information operations executive with Cubic Applications, Inc. He holds a Ph.D. in Information Operation. His area of expertise is the effective use of information strategies and how they can be used to achieve a desired outcome.
