According to the April 7, 2003, report "Strategic Influence Operations – The Information Connection" by Colonel Brad M. Ward, U.S. Army War College, strategic influence operations are about "controlling the message."

"Strategic influence operations have historically been a government’s ability to further its national strategic goals and objectives internationally through an integrated, synchronized and Interagency-vetted information campaign using the tools of public diplomacy, public affairs and international Military Information (DoD Psychological Operations) as its media. ... undertaken within the framework of the National Security Council and the Departments of Defense and State."
