I believe any document published by the government is considered to be in the public domain, unless of course it is classified. So, unless the document included in this article was created by a private entity without funding from the government, I believe it can be freely copied. To the best of my knowledge, based on experience, there cannot be a copyright on government documents. The only restriction comes with classification .. "classified" .. "unclassified." Artificial Intelligence 15:40 28 Mar 2003 (EST)
