On November 4, 2003, voters in Multnomah County, Oregon will vote on ballot measures 26-51 and 26-52, which, if passed, will effectively condemn the assests of Portland General Electric (an Enron subsidiary) and PacifiCorp and establish a peoples' utility district (PUD) as a replacement. Shortly after a majority of the county commissioners agreed to pass the decision on to voters, slickly-produced radio and televison ads appeared, denouncing the PUD as an expensive and unnecessary layer of government. The ads directed people to visit the group's website at www.citizensagainstthegovernmenttakeover.com, which claims to be a grassroots "committee of individuals, businesses and organizations", but makes no mention of Gard & Gerber, the Portland PR firm who registered the group's domain name. A quick visit to Gard & Gerber's own web site reveals that PGE is one of their clients.
