In late 2016, at least 31 coal-fired power plants under construction at 13 locations totalling 12,725 MW were on hold, most often due to lack of financing. Shown at the bottom of this page are satellite photos from one such project, Cuttack KVK Nilachal power station in Odisha, where work has been suspended since 2013, as shown in photos archived on Google Earth.

Cuttack KVK Nilachal power station - Odisha

As shown in satellite photos spanning the period from April 2012 to October 2016, work on the project has not progressed in over four years.

Babandh power station

The Broad Status Report does not include this project among those considered on hold; however, construction has been underway since 2011 and shows little progress since 2013. The Broad Status Report says that work is "almost held up due to financial constraint."[1]

Tuticorin power station (Ind-Barath)

The Broad Status report does not describe this project as being on hold; however, the pace of construction has slowed to a crawl. While the report states that construction has been underway on the project since 201, archival photography on Google Earth and by records of expenditures reported by the Ministry of Energy show that the project has not progressed beyond foundation works. Of an estimated project cost of 359,500 Lakh, 150,00 were spent through the end of FY 2014/15, followed by the expenditure of only 500 Lakh in FY 2015/2016. Based on the low pace of recent expenditures, the project appears to be on hold.[2]
