USDA Circular No. 84: The Agricultural Situation for 1918: Part I Hogs: Hog Production Should Be Increased was a USDA circular published by the United States Department of Agriculture on January 12, 1918. Its recommendations are fairly explanatory from its table of contents:

The section on "self-feeders" recommends providing hogs with containers of food that allow them to eat when they wish, rather than requiring human labor to hand feed them daily. The sections on "pig clubs" refer to hog-raising clubs for children.
