A graduate of Bates College (B.A., 1966), Fletcher School (M.A., 1967) and Catholic University Law School (J.D., 1973), she previously served, after confirmation by the Senate, as Administrator, Office of Federal Procurement Policy (OMB), and earlier as Chief Counsel to the US Senate Committee on the Budget, and law clerk with the United States Supreme Court and United States Court of Appeals."
