The Council on Hemispheric Affairs (COHA), founded in 1975, is a "nonprofit, tax-exempt independent research and information organization" that "was established to promote the common interests of the hemisphere, raise the visibility of regional affairs and increase the importance of the inter-American relationship, as well as encourage the formulation of rational and constructive U.S. policies towards Latin America," its website states.[1]

The Princeton Review describes COHA as a "hard-hitting liberal think tank and research and monitoring group." [2]

According to their website:

COHA is a 30-year-old, tax-exempt research group that monitors the full scope of U.S.-Latin American relations. It has been described on the Senate floor as “one of our nation’s most respected bodies of scholars and policymakers.” COHA was chaired for many years by Chauncey Alexander, director of the National Association of Social workers, Charles A. Perlick, Jr., past president of the Newspaper Guild, who was succeeded as COHA’s chair by Dr. Peter Bourne of the Carter White House, and then by Judith Loeb Chiara [3]
