"CEL was created in 2008 by Ian Inaba, James Rucker, and Daniel Souweine as a home for social entrepreneurs like themselves and a launching pad for new ideas and people powered projects that seek to change the world by leveraging the power of the internet. In 2012 they received a $300,000 from the Open Society Foundations "To support the Citizen Engagement Laboratory, an Oakland-based online advocacy hub for projects such as Color of Change, Presente, and Get Equal. Established in 2006, the Citizen Engagement Laboratory develops uses digital media and technology to enhance civic engagement and amplify the voices of underserved groups."
