David H Remes JD was a tobacco lawyer from the Washington firm of Covington & Burling who generally worked with or under John Rupp the tobacco industry's main political lawyer-lobbyist. Remes and his wife Naomi shifted to London at one stage to help Rupp run the Whitecoats Program

Over the 1980s and 1990s he was involved in many corrupt activities for the tobacco industry.

Covington & Burling is an international law firm but it was based in Washington DC.
