David John Maclean, Baron/Lord Blencathra (born 16 May 1953, Scotland) is a Conservative Party life peer. He was the Member of Parliament (MP) for Penrith and The Border from 1983 to 2010.

A former Conservative minister with close links to the Government is simultaneously sitting as a peer in the House of Lords and lobbying on behalf of a Caribbean tax haven.[1]
