Elizabeth Masaitis was a secretary and organiser at the Center for Study of Public Choice under Robert Tollison at George Mason University. Along with her associate, Carol M Robert she also provided organisation services to the Cash for Comments Economists Network run out of the Center by Tollison along with the professional lobbyist James Savarese. Later these functions transferred (along with Tollison's wife Anne Tollison) to James Savarese & Associates.

This group all knowingly worked for the Tobacco Institute in spreading and amplifying tobacco industry propaganda.
