Hurst Marshall was a Vice President (c 1987) and Regional Director at the Tobacco Institute in charge of the Mid Western Wisconsin Region. He was a major player in some of the worst of the industry scams.
In the 1993-Feb 1997 period (As of 12/1/93 and until at least 2/97) he was the Director of Government Relations for RJ Reynolds Tobacco Company in its Region 3 (which covered California, Hawaii, Idaho, Illinois, Indiana, Iowa, Michigan, Minnesota, Montana, Nebraska, S.
