The Institute for Policy Research and Advocacy ELSAM "was established in August 1993, ELSAM's legal entity was changed from a Foundation to that of a Limited Association in July 2002. The objective of this alteration is to make the organization becomes more democratic and accountable to its constituents. The Public Notary was legalized with the Article of Agreement and enrolled with the new form to the Ministry of Justice and Human Rights." [1]

Listed as a partner organization of the International Center for Transitional Justice.

Co-operation

"In the public policy research and Advocacy, ELSAM develop collaboration with many national level NGOs, namely; in promoting human rights for natural resources policy ELSAM develops collaboration with the Indonesian Forum for Environment (WALHI), Working group on natural resources management (POKJA PSDA), and lawyers association for environment activists (TAPAL). In promoting peaceful settlement of past human rights violations ELSAM develops collaboration with the Commission for the Disappeared and Victims of Violence (KONTRAS), The Indonesian Association of Families of the Disappeared (IKOHI), Centre for History and Political Ethics (PuSdEP), and Institute for Indonesian Social History (ISSI); In specific issues ELSAM take part actively in several networks namely, NGO Coalition for New Constitution, NGO Coalition on Human Rights Court, Consortium of migrant worker defenders (KOPBUMI), Indonesian Secretariat for the development of human resources in Rural Areas (BINA DESA); ELSAM also establish, maintain, and develop network and cooperation with Ministry of justice and human rights, Department of Foreign Affairs, Office of General Attorney, Supreme Court, National Commission on human rights (KOMNAS HAM), National commission on violence against women (KOMNAS Perempuan), etc.

"In addition to the network in national level, ELSAM also develops cooperation with several educational institution particularly Center of human rights studies, among them are Sanata Dharma University Yogyakarta, Gadjah Mada University Yogyakarta, Padjadjaran University Bandung, Islamic University of Indonesia Yogyakarta, Airlangga University Surabaya, Surabaya University, and Syah Kuala University Aceh.

"In international level, ELSAM also enter into cooperation and collaboration with NGOS at regional and international level. There are Human Rights Watch, East Timor Action Network, Human Rights First, and International Centre for Transitional Justice in New York, Alternative Law and Development Center (Alterlaw) of Philippine, Law and Society trust of Sri lanka, Asian Human rights Commission (AHRC) Hong Kong, Redress-UK on torture and reparation, Forum Asia - Thailand, International Crisis Group- Brussels, Organicasio Mondiale Contra La Tortura, Canadian Human Rights Foundation, Norwegian Centre for Human Rights, Coalition for International Criminal Court (CICC) in the Hague, HAK Foundation and Judicial System Monitoring Programme (JSMP) in Dili, and is being involved intensively in INFID."
