Some of the recipients of the CTR Special Projects grants did so openly, then conducted legitimate research programs and published the results. They were paid through Special Project Accounts SP#1 to SP#3 handled by Ed Jacobs at Jacobs & Medinger, a New York law firm which had long-standing ties to the tobacco industry. However other grantees elected to be funded through the secret Special Projects #4 account. See CTR Special Projects. In later court decisions and in evidence presented by the Liggett Group, this method of payment was demonstrated to be clear evidence of scientific and academic corruption.

In 1973 the law firm expanded and became Jacob, Medinger & Finnegan, and this company is listed as having received secret funds itself via this secret channel. So at the same time the company was handling the secret CTR payments to others, it was also secretly paying itself an unknown amount. Jacob Medinger's employment by the Tobacco Institute was well known for 30 years, and anyway, it was easiy for it to be established by anyone wishing to depose the company. So the question is why did they seek secrecy for some of the firms own remuneration; unless it was an additional layer of laundering payments to others who remain unknown. This suggest that even greater secrets are hidden behind the supposed revelations of the activities and supporters of the tobacco industry, following the Master Settlement Agreement
