John Packer "has spent almost a decade at the OSCE High Commissioner on National Minorities, first as the Senior Legal Advisor to the High Commissioner on National Minorities and currently as the first director of this unique institution. In his time at the Carr Center, Packer will start a research project on the OSCE High Commissioner on National Minorities and the relationship between protection of human rights and conflict prevention. Packer retains years of experience in investigating and reporting on serious violations of human rights in Iraq, Burma and Afghanistan, has served as a guest lecturer in various universities throughout Europe and the United States. He is a member of the editorial board for both the International Journal on Minority and Group Rights and The Human Rights Law Journal. A distinguished scholar, Packer is the author of various publications, and, along with Steven R. Ratner and Zdenka Machnyikova, is an editor of the forthcoming volume, Contemporary Issues in the Protection of Minorities in Europe.“ [1]
