Katherine Becker was an attorney working for the State Activities Division (SAD) of the Tobacco Institute in the late 1980s. She worked both as an inhouse attorney and as an Issues Analyst (which involved political lobbying). (PMI's Introduction to Privilege Log and Glossary of Names, Estate of Burl Butler v.
