Kathy Toner "has been with the Packard Foundation Population Program since 2000. Kathy manages grantmaking in the Pakistan and Future Leaders subprograms and is handling the phaseout of our Mexico grantmaking program. She is also the internal liaison to the Communications department.

"Prior to joining the Foundation, Kathy worked as a consultant for two years. Kathy's extensive NGO experience includes three years working as international program director with Catholics for a Free Choice and four years in youth and community development in the U.S., Latin America, and Japan. Kathy spent five years in Honduras in women's health and community development. She has a B.A. in history and speaks and writes Spanish fluently." [1]
