Richard Scanlan, generally known within the tobacco industry conspiracy as Ric or Rick Scanlan. He was the Regional Vice President for the North East.

His background was varied. He was, for a time, the legislative assistant to Senator Marlow Cook of Kentucky, who, while a Senator, was also secretly a lobbyist for the Tobacco Industry. Marlow Cook later ran Cook & Henderson, who were employed by the cigarette companies for legislative lobbying.

Scanlan also worked through Babcock & Brown as state affairs coordinator on nuclear power plant problems (they built Three Mile Island).
