SHANTIL, "part of the New Israel Fund, is committed to strengthening civil society within Israel, among Israel’s Arab citizens, and in regards to the Palestinian Territories." [1]

"SHATIL, The New Israel Fund's Empowerment and Training Center for Social Change Organizations in Israel, was established in 1982 to respond to this need and strengthen civil society efforts and promote democracy, tolerance, and social justice in Israel. SHATIL is the country's leading capacity building center for social change organizations and provides close to 1,000 nonprofit organizations with consulting, training, coalition-building assistance and other services each year. In addition, S hatil reaches out to disadvantaged populations – like new immigrants, Arab Israelis and residents of development towns – to help them realize their rights and play an active role in determining the policies that affect their lives.
"With headquarters in Jerusalem and branches in Beer Sheva and Haifa, SHATIL helps people acquire the tools to improve their lives and communities; promotes community organizing as a primary strategy for social change; reaches out to strengthen constituencies on the economic and geographic periphery; facilitates coalitions among people of diverse communities; and fosters the building of institutions to promote long-term social change to benefit all Israelis." [2]

In January 2007 "SHATIL’S Director, Rachel Liel, was chosen this month by The Marker (Ha’aretz’s business and technology magazine) as one of 40 women making the most significant contributions to Israeli society." [3]
