Sam Muller is a Strategy Advisor to CEO and Board of the Africa Conservancy Foundation.

"He is the founding director of HiiL. HiiL’s mission is to enable 150 million people to prevent or resolve their most pressing justice problems by 2030.

"There are two pillars of our approach to realising this: (1) working evidence-based, with solid data on the needs and experience of the users of the justice system; (2) stimulating innovation and entrepreneurship. We leverage new technologies, cutting edge knowledge on conflict resolution, and new forms of organisation and governance. HiiL currently works in 10 countries, mainly Africa and Arab region. As CEO of HiiL Sam led the setting up of the Wildlife Justice Commission and the Justice Leadership Group. Before his work at HiiL he was closely involved in setting up the International Criminal Court (ICC) and the Yugoslav Tribunal (ICTY). Prior to that he was legal adviser at the UN refugee agency for Palestine refugees (based on Gaza) and associate professor at Leiden University. He holds a law degree and a doctorate in international law from Leiden University and as published and spoken extensively on various topics, focusing mainly on justice innovation, justice leadership, and international justice issues. He serves on various boards: he is chair of Supervisory Board of the World Wildlife Fund (The Netherlands) and the Wildlife Justice Commission. He is board member of the Hague Journal on the Rule of Law, the Hague Academic Coalition, and the Dr. Hendrik Muller’s Vaderlandsch Fonds. He is active within the World Economic Forum where he currently member of the Global Future Council on Technology, Values and Policy and former Chair of the Global Future Councils on Justice and Rule of Law."
