A separate generic page on civilian biodefense strategy might be a good idea, since it could take the intro text off this page, and discuss other methods like community emergency response team, and general biosecurity frameworks that go beyond medical and military professions. However, even just to say that there *can* be such a thing as "civilian biodefense" or that a "strategy" can be imposed on it, is verging on propaganda. So perhaps the phrase civilian biosecurity measures or civilian biohazard response is better? These suggest things that are well within civilian or NGO capability, which "biodefense" normally isn't.

Anyway, the intro text outlining the problem is only here because this seems to be a unique institute.
