Relocated material from parallel SEPP page that I deleted. Have edited this down to remove unnecessary hyperbole and tangential material. The inclusion of large slabs of text from documents that are already online makes the article unreadable. By all means include the key quotes, paraphrase the overall document and add link to the online document but I don't see that reproducing entire documents is all that helpful. -- bob
