Biographical Information

"I've worked since about 1968 in international development, starting as a serve and learn student on the Mona Campus of the University of the West Indies. Then I taught at Manchester University as a trainer and lecturer in Development Administitration. Then seven years in the European Commission with DG VIII (Development) - a really good and useful experience, working mostly on the ACP Agreement as an Assistant to the Director General plus two years in Lome, Togo, as the Economist in the Delegation. Then 3 years as General Secretary of War on Want where I helped start the International Broadcasting Trust (IBT), served on the Educational Advisory Committee (EAC) of the Independent Broadcasting Authority (IBA), represented the UK Development NGOs on the EU NGO Liaison Committee and served as Treasurer of the Euro-Action Acord Consortium in Africa, also serving on the Board of the African Medical Research and Educational Foundation. Then 20 years in the field with Co-operation for Development in Africa, the Caribbean and the Pacific working on SME development and financing, agricultural and non-agricultural value chains including construction, rice, maize and community based agro-forestry. Then a decade of private sector development in Asia with the ASEAN Centre for Energy and partners on development, energy and trade, including new and renewable energy project design and financing (mini and micro hydro, biomass, bio-fuel, solar, clean energy and industry, usually with grass roots links to low level economic development. "
