Biographical Information

"Viviana Giacaman is the Senior Program Manager for Latin America at Freedom House. A native of Chile, she has over 10 years of experience in the fields of democratic governance, civil society and human rights in Latin America. At Freedom House she designs and manages programs aimed at strengthening civil society, advancing democracy and human rights and the rule of law in Latin America. Before joining Freedom House Viviana worked in several international projects aimed at strengthening democratic governance in the region and beyond. Among others, with Corporación Participa in Chile she lead an initiative to create a global NGO movement for the Community of Democracies, involving hundreds of civil society organizations from five continents. Previously, she served as speechwriter for the former President of Chile, Mr. Eduardo Frei Ruiz-Tagle, specializing on the issues of governance, democracy, corruption and civil society. Viviana has worked as a professor and researcher at two universities in Chile, focusing on the topics of citizen security and political participation in Latin America. She received her M.A. in Latin American Studies from Georgetown University and holds two B.A. degrees, one in Journalism from Universidad Nacional Andres Bello, and one in Political Science from Universidad Católica de Chile."
