The American Legislative Exchange Council (ALEC) has nine task forces:

(Until it was disbanded in April 2012, ALEC also operated a Public Safety and Elections Task Force, which adopted such "model" bills as the "Stand Your Ground" bill or "Castle Law" doctrine and the voter ID Act. Later in 2012, ALEC launched the "Justice Performance Project" (JPP) in place of the Public Safety and Elections Task Force. The bills associated with the JPP in task force materials obtained by the Center for Media and Democracy and posted by ALEC appear to continue ALEC's modus operandi of promoting the financial interests of the corporations and special interest groups that fund it, such as the American Bail Coalition, according to PRWatch.[1])

  • "Health Professional Modernization Act" (This proposal intends to free "advanced practice registered nurses (APRNs) to practice to the full extent of their education and training, states can increase their citizens’ access to quality primary care.")
  • "Patient Access Expansion Act" (This proposal intends to prohibit "maintenance of licensure, maintenance of certification, and specialty certification as state requirements to practice medicine. It also prohibits the state medical board from funding the Federation of State Medical Boards.")[10]

  • "Charity Health Care Tax Credit Act" (presented by Sen. Judson Hill of Georgia) (The introduced resolution is on file with CMD. It "allows state tax credits for individuals, families, and nonprofit charity healthcare organizations who provide health care services to the uninsured.")
  • "Regional Health Care Coalition Act" (presented by Sen. Judson Hill of Georgia) (The introduced resolution is on file with CMD. It "authorizes the insurance commissioner to establish a coalition of states, with similar health insurance laws, to adopt an alternative approval process for comprehensive major medical plans")
  • "Health Care Price Disclosure Act" (presented by Sen. Nancy Barto of Arizona) (The introduced resolution is on file with CMD. It "requires healthcare professionals to make available the "direct pay" price for the 25 most common medical services or procedures.")

2011 ALEC Winter Task Force Summit Substantive Agenda

  • "Medicaid Managed Long-Term Care Services and Supports Act" (presented by Pam Perry, Amerigroup) (This proposal would implement, "a coordinated and capitated long-term care program for Medicaid beneficiaries who are chronically ill or who have disabilities and need health and long-term care services and supports, such as home care or adult day care.")
  • "Resolution Urging States and Interested Parties to Partner and Identify Opportunities to Address and Reduce Prescription Drug Abuse and Misuse" (presented by Candie Phipps, Endo Pharmaceuticals) (This proposal, "calls on state officials, prescribers, pharmacists, school-based organizations, and manufacturers of branded and generic prescription medications to partner and evaluate existing efforts aimed at deterring prescription drug abuse; to determine the effectiveness of current efforts; and to make recommendations to the state on best practices for combating abuse while ensuring that access is not restricted for those individuals who are in need of prescription medications.")
  • "Health Care Equitable Payment Act" (presented by Jane Orient, Association of American Physicians and Surgeons) (This proposal intends to put, "certain guidelines in place to prevent third-party payers from engaging in discriminatory payment practices with independent healthcare providers and self-paying patients.")
  • "Resolution Ensuring Patient Protections Remain in Place in Medicaid Pharmacy Benefits" (presented by Rep. Linda Miller of Iowa) (This proposal, "urges state officials to implement certain safeguards and patient protections if the state’s Medicaid pharmacy benefits are transitioned from a fee-for-service setting to managed care.")
  • "Standards for Health Care Communication Act" (presented by Josh Brown, Pfizer) (This proposal "ensures that academic detailers are bound to the same standards and rules as those in the private sector. “Academic detailing” is comprised of prescriber outreach programs typically funded by the government or by universities.")[12]

  • "Health Care Equitable Reimbursement Act" (presented by Jane Orient, Association of American Physicians and Surgeons) (It proposes that health care insurers be, "prohibited from decreasing reimbursement, voiding previously met deductibles, or increasing co-pays to health care insureds who, for any reason, seek care from an out-of-network physician.")
  • "Resolution Urging States and Manufacturers of Prescription Medications to Partner and Identify Opportunities to Address and Reduce Prescription Drug Abuse and Misuse" (presented by Candie Phipps, Endo Pharmaceuticals) (This proposal, "calls on the states and the manufacturers of prescription medications to partner and identify opportunities to reduce the incidence of prescription drug abuse, while still ensuring that access is not restricted for those individuals who are in need of prescription medications.")
  • "Resolution Against PPACA Health Insurance Exchanges" (presented Senator Nancy Barto of Arizona) (This proposal, "urges state officials to stop planning PPACA exchanges and urges Congress to defund such efforts.")
  • "State Employee Health Savings Account Act" (presented by Amanda Griffin-Johnson, Illinois Policy Institute) (This proposal "requires the state to offer state employees a health benefit plan that utilizes Health Savings Accounts (HSAs) paired with high-deductible health plans," and "further requires that the employer cost of the HSA-compatible health plan not exceed the average per person employer cost of traditional insurance plans the state is currently offering.")
  • "Resolution Supporting Choices for Americans with Disabilities" (presented by Daryn Demeritt, ResCare) (This proposal "urges states to close state operated facilities and move persons with intellectual and developmental disabilities (ID/DD) to home and community based waiver services (HCBS).")
  • "Medicaid Managed Long-Term Care Act" (presented by Senator Renee Untermanby of Georgia) (This proposal intends "to implement a managed long-term care program for Medicaid beneficiaries who are chronically ill or have disabilities and who need health and long-term care services, such as home care or adult day care.")
  • "Health Care Compact Act" (presented by Arlene Wohlgemuth, Texas Public Policy Foundation) (This proposal seeks to establish an Interstate Advisory Health Care Commission, which "may study issues of health care regulation that are of particular concern to the member states... [and] make non-binding recommendations to the member states.")
  • "Health Professional Modernization Act" (presented by Arlene Wohlgemuth, Texas Public Policy Foundation) (This act proposes "putting all primary care providers underneath the authority of their respective boards in their states. This puts the regulation of these primary care providers underneath the authorities that understand them best but that still operate subject to the will of the legislature.")[13]

2011 ALEC Annual Meeting Substantive Agenda

According to the 2011 ALEC Annual Meeting Program, the following things were discussed and covered: "Medicaid fraud, health insurance rate review, and the health insurance 'excise tax'...A number of proposed ALEC model bills and resolutions will be considered, including legislation on health care reimbursement, Health Savings Accounts for state employees, Medicaid managed care, health care compacts, and scope of practice issues."[14]

Guarantee Trust Life Insurance is a company based in Glenview, IL that provides insurance to K-12 schools, community and junior colleges and universities as well as athletic groups, camps, child care, and special events. Guarantee Trust Life Insurance Company is a private company and does not publicize its annual revenue. Its website has the following information: $190 million in invested assets, $177 million in total liabilities, $131 million in total reserve for life policies and contracts, and accident and health policies, and $42 million in net surplus.[17]
