Rocky Delgadillo is the Los Angeles City Attorney who brought the case City of Los Angeles, et al. v. County of Kern against Kern County, CA to prevent Kern County's ban on sewage sludge land application from taking effect by alleging that it violated the Commerce Clause of the U.S. Constitution. The ban passed via a ballot measure on June 6, 2006 and was to go into effect in six months, on December 6, 2006.[1] Delgadillo won the first round of litigation, as on November 20, 2006, Judge Gary Allen Feess of the U.S. District Court for the Central District of California ruled to "temporarily block Kern County from enforcing a ban on the land application of biosolids from urban municipalities until the court rules on the merits of the case."[2] As of 2011, the lawsuit was still being litigated.
