Donald W. Garner: Plaintiff


Donald W. Garner was a law professor at Southern Illinois University who, in the 1960s, advocated lawsuits by state Attorney General to recover the states' cost of treating smoking-related ailments and Medicare/Medicaid costs (WSJ 7/8/94).
