About ALEC
ALEC is a corporate bill mill. It is not just a lobby or a front group; it is much more powerful than that. Through ALEC, corporations hand state legislators their wishlists to benefit their bottom line. Corporations fund almost all of ALEC's operations. They pay for a seat on ALEC task forces where corporate lobbyists and special interest reps vote with elected officials to approve “model” bills. This is a partial list of Louisiana politicians that are known to be involved in, or previously involved in, the American Legislative Exchange Council (ALEC). It is a partial list. (If you have additional names, please add them with a citation. The names in this original list were verified as of posting.)

House of Representatives

  • Rep. Paula Davis (R-69); State Chair, paid 2-year membership fee on December 7, 2016[1]
  • Rep. Julie Emerson (R-39), attended 2019 ALEC Annual Meeting[2], featured in a 2018 ALEC blog on occupational licensing.[3] Participated in a 2017 CPAC panel on "Criminal Justice Reform" along with an ALEC staffer.[4]
  • Rep. Ray Garofalo (R-103), ALEC State Chairman[5]
  • Rep. Barry Ivey (R-65), [6]
  • Rep. Alan Seabaugh (R-5), attended 2011 ALEC Annual Meeting[7]
  • Rep. Mark Wright (R-77)[8]

Senate

Unconfirmed ALEC Ties

  • Rep. Stuart Bishop (R-43) is unconfirmed as a dues-paying ALEC member. Bishop was the primary "author" of a bill similar to ALEC's "Paycheck Protection Act" in the 2015 LA legislative session, the fourth attempt by ALEC legislators to pass a law to prevent unions from collecting membership fees.[12]
  • Rep. Valarie Hodges (R-64) is unconfirmed as a dues-paying ALEC member. Hodges sponsored a 2017 bill similar to ALEC's draft "Protection and Enforcement Against the Commercial Exclusion of Israel" (since removed from ALEC's website).[13] [14] [15]
