"In 2006 Sir Andrew Foster produced a report "Realising the Potential" in which he made recommendations led to the 157 Group being established. Sir Andrew Foster has had a long career in public service. He served as Chief Executive of the Audit Commission for England and Wales between 1992 and 2003, and was previously Deputy Chief Executive of the NHS and Director of Social Services for North Yorkshire County Council. He is currently Deputy Chairman of the Royal Bank of Canada and serves on the boards of a number of listed companies. Sir Andrew was recently appointed to lead an independent review into the Government's Building Colleges for the Future programme, having lead two previous reviews into further education and the future of athletics. He was knighted for his work in health and government services in 2001." [1]
