On August 25, 2008, the Governor wrote an important letter to Michigan's Public Service Commission, in an attempt to make an end run around the paralyzed legislators. She wrote:
"Our State simply cannot wait any longer for these essential reforms...If the Michigan Legislature does not, forthwith, pass a quality, comprehensive energy package, I ask you to do everything in your power and authority to secure Michigan's energy future using your administrative jurisdiction," asking that "Michigan utilities obtain, at a minimu, not less than 25 percent of their energy from renewable energy sources by 2025."
