Sen. Jim Talent of Missouri on Tuesday defended his opposition to a November ballot initiative aimed at ensuring early stem-cell research as “entirely consistent” with past positions.

Talent, a Republican who faces a competitive re-election fight against Democrat Claire McCaskill, announced his opposition late Monday in a three-sentence statement.

On Tuesday, he told reporters his position on the proposed amendment was based on his opposition to human cloning.

“There’s no question that what we’re talking about is cloning an embryo or cloning the earliest stages of human life,” Talent said. “Where people disagree is on the moral gravity of that. And that’s why I say everyone has to reach their own personal judgment and make a decision based on that.”

Amendment supporters have objected to Talent’s characterization, saying the research that would be permitted is not tantamount to cloning.

Talent also said his stand was a “logical extension” of what he said in February when he withdrew his four-year support for federal legislation to ban human cloning. At the time, he threw his support behind a process called altered nuclear transfer, which supporters describe as a way to make stem cells to help cure human ailments without cloning.

Talent said then that he still opposed cloning but was seeking a way to end the ethical dilemma the stem-cell issue had raised.

A McCaskill spokeswoman charged Tuesday that Talent continues to play politics.

“It seems that he’s trying to be all things to all people once again,” McCaskill spokeswoman Adrianne Marsh said, “and riding that fence is going to be pretty painful.”

Jim Talent's career in public service began in 1984, when at the age of 28 he was elected to the Missouri House of Representatives where he served eight years, the last four as the senior Republican leader in the Missouri House. In 1992, he was elected to the first of four terms in the U.S. House of Representatives where he represented Missouri's Second Congressional District. During his eight years in the U.S. House of Representatives, Talent co-authored the historic welfare reform bill, championed national security issues on the House Armed Services Committee, and enacted legislation to help revitalize urban neighborhoods and help lower healthcare costs.
