Nagapattinam: As Tamil Nadu grapples with an acute power shortage,five proposed coal-based thermal power projects,all with the backing of private promoters and coming up in coastal Nagapattinam,have run into stiff opposition from villagers and activists concerned about their impact on environment. The public hearings organized to elicit views from villagers on the proposed projects have all ended up in vociferous protests by the villagers.Organizations working for environment and coastal protection argue that the plants coming up at Kilapidagai and Karapidagai villages in Keelvelur taluk and Maruthampallam village in Sirkazhi taluk would pollute the environment and jeopardise livelihood of farmers and fishermen.There has been opposition to two more projects in Vanagiri and Melaperumpallam hamlets. Last week,a public hearing on the 1,200-MW thermal power project proposed in Kaliappanallur village near Tharangampadi,among a string of such meetings to elicit public response,was marred by violence as villagers opposed the presence of youngsters who they alleged were brought by the project promoters to support the power plant. The Rs 7,200-crore project,proposed by Chettinad Power Corporation Private Limited,proposes to use an area of 750 acres close to the village.We are not using ground water.We are setting up desalination plant to use sea water for our requirements.The villagers apprehension that the plant will have an adverse impact is unwarranted, said V Chandramouli,director,Chettinad Power that is setting up a 2x 600 MW thermal power project in Kaliappanallur village near Tharangampadi. A public hearing on March 4 for the project proposed by NSL Power on 530.38 hectares at a cost of Rs 5,940 crore ran into opposition as villagers from Melaperumpallam,Keezhaperumpallam,Thalachangadu and Vanagiri expressed concern that the plant would pollute their fertile land and water. The projects have also divided villagers who clash among themselves for and against the power plants.At Vanagiri there were at least three incidents where two groups of villagers attacked each other and set fire to the fish drying yards of the rival groups. Dravidar Peravai,a political outfit,has demanded that the project in Sirkazhi taluk close to Poompuhar be shelved.N Nandhivarman,general secretary of the outfit said,We need to keep Poompuhar coast and seas close to the ancient town free from industrial garbage and litter. A PEL Power Limited official citing the Tamil Nadu Pollution Control Board impact assessment report,said,The hazardous waste generated at proposed power plant will be sold to the potential users.In case some of them require disposal,they shall be disposed in a secured landfill after necessary approval by the PCB.The biomedical waste will be treated and disposed as per Biomedical waste rules. The company is setting up 2 x 500 MW thermal power plant at Marudampallam near Sirkazhi.The Union ministry of environment and forests has given it environmental clearance. Jesu Rathnam,convener of Coastal Action Network insisted that the projects would have an adverse impact on the fragile eco-system of Nagapattinam coast.The coastal stretch from Vedaranyam to Nagapattinam is the nesting site for the endangered Olive Ridley turtles.That system would be disturbed, she said.Collector C Munianathan said the administration was receptive to public grievances.All the apprehensions raised by public would be forwarded to the state government, he said.
