Description

The Texas Department of Mental Health and Mental Retardation Agency is located at 909 W. 45th St., P.O. Box 12668, Austin, Texas 78711-2668, (512) 206-4591. Although the Mental Health and Mental Retardation (MHMR) does receive Medicaid funds, those funds do not significantly bear on Plaintiff's damages calculations. The Medicaid funds used by the MHMR are used for those who are severely mentally ill and mentally retarded. If any of those patients are physically ill due to a "smoking-related illness", they are treated through the University of Texas System, not the MHMR unless the patient is too psychotic to treat in the UT System. Jack Harrington is the Director of Reimbursement and Revenue of the State Operations Department of the MHMR. He deals with the Medicaid reimbursement for this agency. The Texas Department of Mental Health and Mental Retardation provides residential, treatment, habilitative and support services to people with mental illness or mental retardation within campus and community programs throughout the state. With the closure of the Forth Worth State School in August 1995, the department operates 12 state schools for people with mental retardation; 8 state hospitals for people with mental illness; a residential treatment facility for adolescents with severe emotional disturbances; and five state centers that provide both mental health and mental retardation services. The network also includes 36 locally governed community mental health/mental retardation center (CMHMRC) with which the department contracts to provide residential and non-residential services.
