Mr. Vidar Helgesen (Norway) "is the Secretary General of the International Institute for Democracy and Electoral Assistance (IDEA) in Stockholm. He was Deputy Minister of Foreign Affairs from 2001 to 2005, and served as Special Adviser to the President of the International Federation of Red Cross and Red Crescent Societies in Geneva from 1998 to 2001. He is the author of “Waging War for Human Rights” published by the Institute of Public and International Law of the University of Oslo (1999)." [1]
